In my country, it is a people’s-made-standard that every government-employed officer after a completion of a construction project gets a percentage (1-2%) by the contractor (who invested the money and completed the government project with the help of those officers) to the officers. According to my father, it is a tradition started by the concept of bribery, but now, it is a fact, that the government doesn’t consider it bribery but rather an exchange of gifts between the contractor and the officer as there is no illegal halting of the work by the government officers and no involvement except within the confines of responsibility.
My father is quite steadfast and has never taken the seemingly gifts, as he considers them bribery; however, even according to him 90% of the officers engage in this and consider it halal, as, I repeat, that is a gesture of gratitude for the officers to be working along with each other for ensuring a smooth and enjoyable project.
I know that if in the, “urf”, (common understanding of the people) it is known as a gift then it is alright, and it is considered a gift, but my father won’t agree.
